According to David J. Hanson, Ph.D.'s report "The Legal Drinking Age: Science vs. Ideology", the number of 18-20 year olds who drink in secret is actually decreasing, which suggests that lowering the legal drinking age is unnecessary. However (and this is another reason why the age should not be lowered), the 18-20 year olds who do drink illegally are substantially more susceptible to binge drinking. In fact, they drink to excess on purpose.
